Before Serbia could begin negotiations to join the European Union, it had to prove it could achieve a modus vivendi with the disputed territory of Kosovo. Director Karen Stokkendal Poulsen obtained remarkable access to the negotiations lead by veteran diplomat Robert Cooper, who has to settle an agreement on peaceful co-existence between Kosovo and Serbia.

The Agreement follows the intensive, vivid and at times humorous process, through which the two parties must agree on such things as the location of border crossings, without Serbia ever acknowledging Kosovo as a state and without Kosovo ever forgiving Serbia for the war.

Cooper’s patience reveals how diplomacy actually works, keeping the parties together as the delegates exchange pointed barbs or keep the other side waiting for hours. Will the European negotiator succeed in achieving consensus?
