Elephant’s Dream is a portrait of three State-owned institutions and their employees in the Democratic Republic of Congo. Filmed in Kinshasa, the third largest city in Africa, Bilsen’s film presents several institutions as sites of ghostly abandonment that mirror the country’s disappearing resources.
The interwoven stories of a female post office clerk in the dilapidated central post office, two colleagues at a disused railway station, and the group of firemen in the city’s only fire station provide insight into the workers’ daily lives against the backdrop of a crumbling government infrastructure. Although these three government-owned institutions are running on their last legs, the film allows for a surprisingly poetic and empathetic look at a State in decline while also bearing witness to the small but apparent moments of change and revolution.
